Theme control panel for managing TCD themes that require it. So that we don't have to provide 2 different versions of ThemeCP themes, ThemeCP has been modified with an activation switch. When switched off, the theme will revert to standard mode, using the CSS Menu, and ignore ThemeCP settings. In fact, modified themes constructed to use ThemeCP v3.0 will no longer give an error if ThemeCP is not installed - they simply function like a normal theme.
