Clearly this system has significant potential for abuse so I think it is important to limit the number of 'reports' that a single user can submit (5 every hour? - admin settting?). Forcing them to write some text about why they think action needs to be taken on the post/thread would also make it easier to filter out genuine reports. The report should also contain a section where the reporter states what action they'd like to be taken (delete, move, etc)
Once a thread or post has been reported it should be available to those with admin/moderator functions on a particular board to allow action to be taken. A further nice touch would be automated notification to the original reporter (by PM?) of what happened. Perhaps all users would have a section where they could see the status of reports they have made?

Yep, all makes sense. Even 5 an hour could be rather disastrous, so the rate would be selectable, but I would suggest no limit for moderators and admin(s) since they may well be doing things in batches to optimize their time.
A reporting system has no bearing on forum load, so all things are possible, within reason

nice If i can get users added to a group on registration using the default permissions setup users can be restricted just like groups. wait a sec which one take priority user permission or group permissions?
