Newsletters should be capable of being saved as drafts and edited before finally being sent. This will then open the possibility of having multiple contributors compiling a newsletter.

This will require a "save" option as well as the existing preview, send and discard options.

Therefore a newsletter can also be "saved" in a newsletters_pending db table until it is agreed that it is ready to be sent. Consequently, there will be a need for a link to restore a pending newsletter.
