If as you say yet to come a subscribe / un-subscribe for non members how about Admin import email address book ?

Admin then could send an introduction newsletter with the feature request for subscribing or non subscribing for receiving further newsletters.. receiver could if wanting a newsletter get to choose what type of newsletter they would like ... i.e. Website updates / Latest Artist submissions / Special Offers
